An alumni of HEC Paris business school, Paul Boury started Boury & Associés, a public affairs consulting firm, in 1987. He helped develop a method of representation of interests in France that relies on networking and parliamentary clubs. In 1991, he and several colleagues founded AFCL, the French association representing lobbying and public affairs professionals, to help this still-emerging business gain in professionalism and adopt a strict code of ethics. Today, he serves as Chairman of Boury, Tallon & Associés. He is also a psychoanalyst and a member of the Nouvelle Société de Psychanalyse Active (NSPA).

After graduating from HEC Paris business school in 1992, Pascal Tallon worked as an auditor at Arthur Andersen and as a consultant for Public Affairs International before coming to Boury & Associés. Becoming a Senior Partner in 2000, then Senior Partner and Managing Director in 2003, he has guided the firm to occupy the top position in France in terms of staff numbers and revenue. In 2012, Boury & Associés changed its name to Boury, Tallon & Associés. Pascal Tallon served from 2011 to 2013 as the president of the AFCL, the French association representing lobbying and public affairs professionals, and is the current vice-president. In addition, he teaches at Université Paris 2 Panthéon-Assas.

A graduate of ENC business school and specialized in oriental languages, Gorica Todorovic has worked for Boury & Associés since its founding in 1988. Initially responsible for press relations, she is now a Senior Partner and Principal in charge of partnerships and business development.

After taking a degree in corporate communication from Université Paris Descartes and graduating from ISC Paris business school, Antoine Piot joined Boury & Associés in 1997. He started as a junior consultant then worked as a senior consultant for eight years. In 2008, he became a Senior Partner and Principal, in which capacity he oversees event planning for the Boury, Tallon & Associés - M&M Conseil Group. Since 2010, he has been a member of the AFCL, the French association representing lobbying and public affairs professionals.

Marion Coué took a degree in management, then a master's in event management, meeting her work experience requirement by serving as an assistant project manager at an event planning agency. In 2010, she came to M&M Conseil to work on planning institutional events, then joined Boury, Tallon & Associés in 2015 to supervise the organization of events for decision-makers.

Floriane Dumazert holds a Master 2 degree in Public Affairs from Paris Dauphine University. She has worked in the Public Affairs departments of American pharmaceutical companies, first for AbbVie, then for Amgen. There, she contributed to the development of public affairs strategies for various therapeutic areas. Floriane Dumazert joined Boury Tallon & Associés in April 2021.

Antoine Esneault holds a Master’s degree in Public Affairs from Université Paris Dauphine. He completed several internships at the French National Assembly and within ministerial offices before spending three years in the Institutional Relations Department of the French Banking Federation (FBF). He joined Boury, Tallon & Associés in June 2025.

Anastasia Guillien holds a master's degree in Bordeaux International Relations Degree (BIRD), a joint program between Sciences Po Bordeaux and the Libera Università Internationazionale degli Studi Sociali (LUISS) in Rome. She joined the consulting division of Boury, Tallon & Associés in February 2023 as a consultant. She previously worked at Koz as a public affairs and advocacy consultant. She also has experience at Business France Tel Aviv.

Simon holds a master's in information management and digital communication from ISC Paris business school and has been certified as a consultant in economic intelligence by the Ecole Européenne d’Intelligence Economique (EEIE). He started at Boury, Tallon & Associés in January 2014 as an intern with the consulting team, then joined the firm as a consultant. He has previous experience in the area of communication (at Relais & Châteaux) and economic intelligence (at a specialized agency).

Constance Lusset holds a Master’s degree in Political Science (Communication track) from Sciences Po Toulouse and a European Bachelor’s degree in Political Science from ESPOL. She previously worked as a Public Affairs Project Officer at Lhyfe. She joined Boury, Tallon & Associés in October 2025 as an Event Project Manager, where she contributes to the organisation of executive-level events.

After earning a diploma in accounting, Patrice Pilorget worked for 25 years in many businesses including construction, civil engineering, publishing and the audiovisual sector. He started out as an internal auditor in the countries of the Arabian Gulf then worked as an accountant for audiovisual businesses and, for 15 years, occupied the position of accounting department manager. He joined Boury, Tallon & Associés in 2018 as Chief Financial Officer

After nine years working as an executive assistant on the staff of the French Ministers of Defense, Justice, Interior and Foreign Affairs, Lydie Mézard joined Boury, Tallon & Associés in 2013 as Paul Boury's executive assistant.

A banking professional by trade, Véronique Massonneau served as a Member of the National Assembly from 2012 to 2017. As a Green Party MP representing the Vienne department, she sat on the Social Affairs Committee. Véronique joined Boury, Tallon & Associés in 2017 as a Consulting Director
